Dr. Oscar Kashala met His Excellency Deval Patrick at the State House
On May 16, 2011 Dr. Oscar L. Kashala, National President of the Union for the Rebuilding of Congo met with His Excellency Deval L. Patrick, Governor of the Commonwealth of Massachusetts in his office at the State House in order to discuss the deteriorating situation in the Democratic Republic of the Congo and immediate steps that needed to be taken by the international community in order to lay the foundation for the holding of free, fair, and credible Presidential and National Assembly elections, which are currently scheduled to take place on November 28, 2011. Dr. Kashala implored Governor Patrick to utilize his significant connections within the administration of President Barak Obama to communicate this important message and push for the United States government to take a leadership posture with respect to the electoral preparations taking place in the Congo.
Dr. Kashala called for greater investments to be made in the Congo’s electoral infrastructure, specifically the voter registration processes, voting equipment, guarantees of freedom of speech and media, independent electoral commission, and vote monitoring and tabulating systems. Dr. Kashala stressed that greater engagement was needed from the United States government in the run-up to the Congolese elections and that this objective comports with the strategic interests of the USA. This engagement is necessary at the outset of Congolese elections and will be critical to the carrying out of free and fair elections. Dr. Kashala reiterated that absent this involvement the prospects of holding credible elections are significantly compromised. A fully engaged United States will carry the leverage to compel accountability from the Kabila government who are ultimately charged with the responsibility for making sure that transparent, free and fair elections occur.
Dr. Kashala reminded Governor Patrick that The United States strategic interests in the Congo are impacted by the manner in which these elections are conducted. These interests include (1) Access to natural resources; (2) Maintenance of stability in the Central African region; (3) The prevention of nuclear proliferation as a result of unsecured nuclear installations in DRC; and (4) US business community’s penetration of the growing African consumer markets.
Dr. Kashala emphasized that governance is the foundation upon which the remedy to the DRC’s many ailments will be built and that the Union for the Rebuilding of the Congo is the credible alternative to the perennially derelict governance that has for so long failed the Congo. Dr. Kashala maintained that stability in the DRC and USG’s strategic interests should not be viewed as a zero-sum proposition. Governor Patrick noted that his administration was working diligently to advance the ties between the Commonwealth of Massachusetts and the continent of Africa. Additionally, Governor Patrick signaled his intention to assist Dr. Kashala’s mission to make sure that the elections in the Democratic Republic of the Congo occur in a free and transparent manner.
As soon as Professor Kashala has left the State House, he went to meet with Ambassador Charles R. Stith, the Director of the African Presidential Archives and Research Center at Boston University. Let us recall for memory that Professor Stith presented his Letter of Credence as Ambassador Extraordinary and Plenipotentiary of the United States to the United Republic of Tanzania in September 1998 under the mandate of President Bill Clinton. The two scientists lengthily exchanged on the evolution of the African continent and more particularly on the electoral process in progress in Democratic Republic of Congo.
Professor Kashala lengthily talked also with Professor Stith on globalization and Africa. At the economic level, the poorest countries remain largely apart from the process of globalization. This one requires indeed stable institutions, a respect of the right of the private property, an absence of corruption as well as a certain human development (health and education) that do not present the majority of these countries. For your information, Professor Stith is a member of the Council on Foreign Relations. He is the author of For Such a Time as This: African Leadership Challenges (APARC Press, 2008) and Political Religion (Abingdon Press, 1995). He is also the Senior Editor of The State of Africa Report.

The conference was entitled “Global Conference; Shaping the Future”. Guests were world-acclaimed authorities in the realm of academic, politic, business, NGO’s engaged in humanitarian activities as well as American celebrities, all sensitive to the cause of the African continent.
In his presentation, the National President of UREC expanded at length on the possibilities of investment that offers our country, the Democratic Republic of Congo. The speaker aroused investors’ and businesses’ awareness to seriously be interested in mineral resources as well as the wealth of the fauna and the flora of this country which offer unequal opportunities in profitability.
Give honor where honor is due, it is said, the speaker- star at the conference took advantage of the occasion to conjure up the audience’s attention to the set date for the elections programmed this year and of which his party and himself will take an active part. He assured his audience that his party will win the next elections.
Given the fact that a platform such as this where are gathering so many personalities recognized as being among the principal world decision-makers is uncommon, Dr Oscar Kashala took this unique occasion to present his vision as well as that of his party’s to the select audience on the future of his country, the Democratic Republic of Congo,.

He is also recognized as the man who developed the use of “Junk Bonds”.
