National Security and Defense
National defense is of utmost importance for the survival and development of a nation. A country’s reasonable defense and security policy should be to defend its values, interests and sovereignty at home and abroad in support of freedom, democracy, and the rule of law and human rights at home and around the world. UREC situational analysis has revealed that DRC has become vulnerable to external threats, including invasion by foreign armies due to lack of united, professional and dedicated armed forces. The current government is weak, and its leader’s credibility and leadership as a command-in-chief has been eroded by the existing chaotic security environment that reflects lack of skills in governance, military affairs and foreign policy. Because of its vast mineral and other resources (third richest country on earth), DRC will be the target of many foreign as well as local interest groups that seek to create a climate of great insecurity in order to exploit illicitly the country’s wealth. Thus, a shift in the national defense and security vision is required and new policies that are based on building the most professional and best trained and equipped army in Africa should be encouraged.
Our vision of DRC national defense system is based on the creation of armed forces whose main mission is to defend the nation and the region in time of wars, and to work on social projects in time of peace.
We will build a national, unified and robust army whose main mission is to assert DRC’s sovereignty due to substantially enhanced defensive and offensive capabilities.
Our armed forces personnel will be highly trained and will receive professional development opportunities throughout their careers. They will have high level skills, knowledge and experience, and will be provided with some of the best equipment in the world to make DRC’s army the best military force in Africa. We do not believe in the cult of mercenaries, and will never call on foreign armies to defend our shores.
We will foster the establishment of Research and Development (R&D) capabilities, and will develop a strong defense and telecommunication industry by bringing back to DRC some of the most talented Congolese from the Diasporas, while nurturing those in local schools and universities. We will encourage public/private partnership aimed at enhancing further the R&D potential.
We will keep DRC’s development in pace with its security needs and will enhance its national strategic security capabilities by cooperating with our neighbors and international allies to tackle conventional and non-conventional security threats, including terrorism.
Oscar Kashala and UREC will establish state-of-the art military intelligence services with the aim of collecting information, rather than oppressing citizens.
The army will get rid of political influence, and will operate as an apolitical institution that must serve the nation, and not serve the personal or collective interests of a few.
