Public Administration and Governance
Public administration is the bedrock on which to build a nation; its structure, quality and function are critical to effective management of a country. Public Administration is linked to pursuing the public good by enhancing civil society, social justice and good governance.
The current public administration in DRC is ineffective and outdated, resulting in numerous logjams in public services, neglect of public servants, and more importantly, lack of accountability and transparency in government affairs, corruption and impunity. Prof. Oscar Kashala and UREC have crafted a plan that will completely revolutionize the current public administration and public affairs services in DRC by putting emphasis on people being treated as citizens rather than beggars, and public servants being monitored for abiding to a new set of work quality standards that rely heavily on work ethics, moral character and productivity.
We will develop and implement the best administrative system centered on use of state-of-the art public information gathering and management tools, and will use private sector innovation, resources, and organizational ideas to improve the public sector.
We will hire only the best experienced and highly train public servants, and will train others to enhance their qualifications and performance to raise their competitiveness globally.
Good workers will be rewarded for their quality workmanship. However, we will institute standard operating procedures with sanctions on wrongdoers in order to end the climate of impunity, political influence, intimidation, sexual harassment, corruption and other vices.
We will implement a meritory system based on internationally established standards, and anti-discriminatory practices to provide equal opportunity for all.
We will set up worker’s training programs using qualified workers as mentors and teachers, or external contractors to provide greater adaptability to public health servants (continued professional education, scholarship for graduate school, etc.).
